I think its something slightly different.  "merkley drive, ontario, canada"
is found but "merkley drive, orleans, canada" isn't neither is "merkley
drive, orleans, ontario, canada".

Anyway I'm sure it will unfold in time.

Nominatim suffered a crash some time ago so it is running on an old
database.  The maintainer is aware of the problem and hopes to resolve
it this month.
