Proveedores de imágenes de satélite están aparentemente conservando 
imágenes de alta resolución de Chile fuera de acceso público.


Éste es un intento de evaluación colectiva de necesidad.

Basándose en su conocimiento de la situación en Chile, y, posiblemente, 
en su experiencia de cartografía de Haití gracias a la disponibilidad 
pública de imágenes de alta resolución allá,


¿podría escribir su testimonio o evaluación de la necesidad de la 
disponibilidad pública de imágenes de alta resolución de Chile?



Piense que usted está escribiendo para un periodista así que:

- Intenta que sea breve, porque él (o ella) es a menudo de prisa,

- Sea simple, porque él puede no ser un especialista de cartografía o de

[Talk-cl] Collective assessment of need for public high-res imagery of Chile

Dear all,

Satellite image providers are apparently holding off high-res images of 
Chile from public access.

This is an attempt at a collective assessment of need.

Based on your knowledge of the situation in Chile, and possibly of your 
experience mapping Haiti thanks to publicly available high-res imagery,

could you please write up your testimony or assessment of need for 
public high-res images of Chile ?


Think that you are writing for a journalist so:

- try to keep it short, because he (or she) is often in a hurry,

- be simple, because he may not be a specialist of mapping or of 
satellite images,

- give specific examples or facts.

We should strongly consider a Pootle instance.

Pootle is a web front-end for translating PO and other i18ln files.  I
was joking at a CrisisCamp in DC that no one has love for the Pootle.
It is my experience not many volunteers were technically savvy to deal
with complexities of .po and .pot files and requires less effort to
get people right into translating.  Pootle makes it easy.  You will
notice JOSM has such capabilities throught Trac, but I do not think it
using PO files with Java.  Someone more knowledge will correct me if I
am mistaken.

Attached is a KML version to view these Priority Areas in Google Earth.

If anyone else has suggestions for priority areas for imagery acquisition,
please let me know directly.

FYI, we have some more post-quake imagery available.  It's a GeoEye Ikonos
(0.8m resolution) scene over Santiago, acquired 28/02/2010.  This is in
addition to the previously published low-resolution RapidEye scene of the
coast, acquired 27/02/2010.  You can view these as overlays on Google Earth
through this KML:

Yo y mi familia nos encontramos bien. El estado de Pichilemu es bien,
en términos generales. Actualmente estamos sin energía eléctrica y las
líneas y señales telefónicas están limitadas. Internet sólo por
celular, y muy lenta (EDGE y GPRS).

No creo me sea posible trabajar en mapas por ahora, hasta que se
restituya el suministro eléctrico, que entiendo, no hay en toda la
Sexta Región, excepto Rancagua y San Fernando.

No se ha cortado el agua.

Revisaré lo que pones en la wiki en cuanto pueda, ya que el celular no
me aguanta mucho en batería e internet.

Se presume que la luz llegará la próxima semana.

La playa fue afectada por el tsunami. 400 metros tierra adentro,
aprox. Hay fotos. El mar arrasó con locales comerciales de la costa y
se llevó una laguna.

Estaré actualizando mi estado en twitter (twitter.com/noquierouser).
También contestaré mails en la medida de lo posible.

1:25,000 street atlas for Concepcion, Chile at the link provided
below.
Data is courtesy of OpenStreetMap. We would welcome additional (but
reasonable) requests, comments, and feedback. We've used some new
compression techniques that squeeze the entire atlas down to 0.8MB in
size. Just in case that's still too large, we've still made each page
individually available. Total number of 1:25,000 pages is 22.

They are CC-BY-SA so anyone can take and include them in wikicommons.

They were not georeferenced (I turned off the phone GPS to save batteries),

Being able to get OSM data in an ESRI-friendly format through GeoFabrik was a huge help - open to suggestions to mine it out similarly.
 
Nicolas - am working A3 now - been talking to NGA - we need to find out how they or Bernard C. will be binding so I know the effective printable area.

How about having more translations ?


On Sunday evening, I discovered Walking Papers, sending a couple of them 
to my uncle who lives in La Rochelle (near the areas that were flooded).

I think it might be useful to have Walking Papers also translated into 
Albanian, Portuguese (for Madeira) or Haitian Creole...

How does one go about translating in a new language ?


(Yesterday, I helped translating MapOSMatic into Spanish with OSMers 
from Chile.

Translating MapOSMatic relies on .po files. With poedit, and the help of 
Google translator from English to Spanish and from French to Spanish, it 
was my fastest and most enjoyable translating experience ! )

Mikel and colleagues

Chile is back on-line. And as I mentioned in my e-mail we should be 
coordinating directly with them all efforts. I think this is a very good 
opportunity for the mapping community to work directly with the end 
users. Please copy me on emails if you need our inputs as well 
(david.stev...@unoosa.org ).


We have updated the corresponding UN-SPIDER webpage with contact points 
in Chile and also the latest priority areas for imagery tasking as put 
forward by ONEMI.

As for going further then what we have today (value added products for 
most disasters and open access when there is a mega mega disasters to a 
situation when we can have and use the primary data for any disaster) we 
are working on this. It will take time though.

Thanks very much for giving a clear picture of the role of UNOOSA and 
the Disaster Charter.


Longer term questions ... you say the charter only makes end products 
available? Does it not make imagery data available to Charter members? 
If so, how then could an organization like OSM or CrisisMappers or 
CrisisCamp take part in the Charter ... is there any facility open to 
us? Good to hear that there is work to make imagery more open, please 
let me know how OSM can help advocate for that.


Also, glad to hear that Chile may also see wider availability of 
imagery. OSM and volunteer communities are ready to help, and any 
insights into what the government of Chile needs are welcome. We are 
talking to folks in Santiago, and they are also making inquiries.


We have already linked to the UN-SPIDER portal on the OSM wiki, and are 
monitoring it closely. Reciprocal link to our response page would be great.

Si los elementos (cartográficos) geo-localizados de Ushahidi estuvieran
