We have had problematic edits from that young man before. He seems to 
have changed his OSM ID (from TomPopple) but still added the link to his 
site. I have exchanged messages with him when he vandalised my local 
area. I got daft explanations and abuse so I reverted his edits. I seem 
to remember others having had problems with him too.


A block would be beneficial so he understands that kind of edit is 
unwelcome, other means seem to ineffective.

For the avoidance of confusion, and not blocking the wrong user (!), 
actually the old name was tompople, unused since Jan 2012.

We in the West Mids are well aware of this user   and have been monitoring
and cleaning up after him for some time. He has never replied to any emails
we have sent him, except very early on. He is very unusual and seems to be
a Jekyll and Hyde character who has done some excellent work where he lives

in other areas just has a brainstorm. Judging from his early replies and
from his personal website and his attention to local schools in his area he
seems to be a very young person ( 12-13??) with an obsession for maps.
Banning him will result in him popping up with another name which will make
him difficult to track. We know to monitor his activities  I'm interested
you've had abusive replies from him and also this Halesowen edit - perhaps
there are 2 people using this account?

I'm no expert, but can he be tracked by his IP address no matter what 
account (assuming he's using the same computer?)

The A460 is very definitely not a motorway. The change is wrong and
needs to be reverted. As a new Shropshire resident, I regularly travel
this way, as our familes are still in Leicestershire. I can correct this
from knowledge easily and can run a new GPS trace when I go that way at
the weekend. Will give me an excuse to look at the MGs.

I have come across both users in the past, the change to a motorway
looks like vandalism to me. Have you contacted the user? In the past I
have come across him using NPE maps to tag long since disappeared
railway stations on the Wales/Shropshire border, on a long since closed
railway.

I did email the other user about adding bicycle=no to motorways, and got
the following reply:

Because I want to. My edits are not vandalism, they are correct and so
