That would imply that the road is not accessible, whereas in reality
these become lay-bys, where you can park to go for a walk, a bike ride,
or just for a rest. I would tend to tag them as highway=service,
service=parking_aisle and mark them with either a parking node, or a
parking area if big enough.

 +1 for highway=passing_place. See the photo on the wiki[1], it doesn't
 have to be a grand feature. Remember that tag values may have been
 standardized by people whose dialect of English differ from yours.

Passing place might be the most suitable if that's the most likely usage.
