I dont think it is on hold.
Because gazette notification of new highways came as rationalization-ed
ones.

Hello Naveen.

The morth link shows old numbers. In the Kerala NH list (for example) NH47
is shown which is the old number - rationalization would have changed NH47
to NH544 etc. Similarly NH7 is still NH7 - it would have become NH44 as per
rationalization.

and the NHAI website both also list the old numbers. The first link also
mentions that the rationalization is on-hold.

Hello Naveen.

I sully agree with you; new highways are based on 2 digit and 3 digit
scheme but at the moment based on the MORTH and the NHAI data, the old
numbers remain as-is. NH185 and NH183A in Kerala are new additions to the 9
NHs and they certainly use the new numbering. The DORTH site still lists
all old numbers - Karnataka shows NH7 and no NH44 etc.

On an off note, the physical signs on the highways are quite interesting
now. I see both NH7 and NH44 near Bangalore leading to a lot of confusion
to the first time users of the road :)
