Hello Prasanth, Essentially, the Wiki is denying to create your account because it thinks that you are sending spam or providing means to do so. This may be because your IP address is "Blacklisted" (that's what DNSBL means :) by the Wiki. These sorts of Blacklists are also used by antivirus software to block spam reaching you.
Try changing your IP address. If possible, use a "dynamic" IP address instead of a "static" one. Personally, if I face such problem, I would have used my smartphone (connected to the internet via the SIM network, not via WiFi) to create the Wiki account. That way, the IP address of the phone is bound to be different from the IP address of the desktop/laptop you are using. Regards, Aditya Nag.
