한국의 지명과 place 태그 값을 어떻게 매칭할 수 있는지 조사하고 있으나 어려움을 겪고 있습니다. 정부 차원에서 어떻게 행정구역을
번역하고 있는지 살펴봤습니다.
한국법제연구원에서 영어로 번역한 지방자치법[1]에서는 다음과 같이 행정구역을 소개하고 있습니다. 도, 시, 군, 구, 읍, 면, 동,
리는 사실상 번역이 아닌 로마자 표기법입니다.
- 특별시 : Special City
- 광역시 : Metropolitan City
- 특별자치시 : Metropolitan Autonomous City
- 도 : Do
- 특별자치도 : Special Self-governing Province
- 자치구 : Autonomous Gu (Gu로 통칭)
- 시 / 군 / 구 : Si / Gun / Gu
- 읍 / 면 / 동 : Eup / Myeon / Dong
- 리 : Ri
정부 산하 해외문화홍보원에서 운영하는 www.korea.net[2]에서는 도, 시, 군, 구를 한국법제연구원과는 다르게 번역했습니다.
- 도 : Province
- 시 : City
- 군 : County
- 구 : District
- 시군구보다 높은 계층은 지방자치법 영문 법령과 동일, 시군구보다 낮은 계층은 언급 없음.
국토지리정보원에서 발간한 지명의 국제표준지침서[3]는 법령과 거의 동일하나 일부 차이가 있습니다.
- 특별자치시 : Special Self-governing City
즉, 특별자치시, 도, 시, 군, 구 행정구역 단위에 대한 공식적인 영어 번역 명칭은 통일되어 있지 않습니다. 도, 시, 군, 구에
대해서는 정부 산하 해외문화홍보원을 따르는 것이 좋다고 생각합니다.
특별시, 광역시, 특별자치시, 자치시, 행정시는 모두 지명으로서 시(City)로 분류할 수 있을 것 같습니다. 특별시, 광역시,
특별자치시는 광역자치단체로서, 도에서 분리된 시입니다. 자치시는 도의 하위 행정구역이자 기초자치단체입니다. 행정시는 특별자치도에서만
사용되는 자치권이 없는 시입니다.
자치구와 (행정)구는 지명으로서 구(District)로 분류할 수 있을 것 같습니다. 자치구는 특별시 및 광역시 소속
기초자치단체입니다. 행정구는 도 산하 기초자치단체인 시에 소속된 하위 행정구역입니다.
읍, 면, 리는 인구와 개발 정도가 천차만별이기 때문에 place=town 태그로 맞춰서 사용하는 것이 좋을 것 같습니다. 이건 아무리
조사해도 답이 안나옵니다.
(e.g. 퇴계원면 퇴계원리는 낮은 수준의 행정구역 단위지만 인구는 3만명이 넘습니다.)
이걸 조사하면서 대체로 place 태그가 행정구역 경계 관계의 멤버로 사용되는 것을 알게 되었습니다. place 태그가 행정구역을
표기하기 위한 용도로 사용되는지 궁금합니다.
I'm investigating how to match between place of South Korea and place tag
value of OSM, but It's too difficult. I searched how government of South
Korea translate administrative unit to English.
KLRI(Korea Legislation Research Institute) translated LOCAL AUTONOMY
ACT[1], which is law of South Korea included with administrative unit like
below list.
Actually, some translated administrative units are just romanization of
Korean. (e.g. Do, Si, Gun, Gu, Eup, Myeon, Dong, Ri)
- 특별시 : Special City
- 광역시 : Metropolitan City
- 특별자치시 : Metropolitan Autonomous City
- 도 : Do
- 특별자치도 : Special Self-governing Province
- 자치구 : Autonomous Gu (Gu로 통칭)
- 시 / 군 / 구 : Si / Gun / Gu
- 읍 / 면 / 동 : Eup / Myeon / Dong
- 리 : Ri
KOCIS(Korean Culture and Information Service) translated Do, Si, Gun, Gu
like below list.[2] These 4 administrative unit is differ to KLRI's
translation.
- 도 : Province
- 시 : City
- 군 : County
- 구 : District
- Upper administrative unit of Si, Gun and Gu are same to KLRI's
translation. There are no explanation of lower administration unit of Si,
Gun, Gu.
*Toponymic Guidelines for Map and Other Editors For International Use
Republic of Korea*[3], published by NGII(National Geographic Information
Institute) of South Korea, shows almost same of KLRI's translation. But
some translated administrative unit is differ to KLRI's translation.
- 특별자치시 : Special Self-governing City
So, Any unified official translation about 특별자치시, 도, 시, 군, and 구 aren't
exist. some administrative units are just romanized. I think it's better to
fallow KOSIS's translation about 도, 시, 군, 구.
I think that we can classify 특별시(special city), 광역시(metropolitan city),
특별자치시(special self-governing city), 자치시(autonomous city) and
행정시(administrative city) to "City" as a place. Special city, metropolitan
city, and special self-governing city are metropolitan self-governing
entity. These administrative units are city separated from 도(province).
Autonomous city is basic self-governing entity. This administrative unit is
city which belongs to 도(province). Administrative city is belongs to
special self-governing province. This administrative unit is city which
hasn't any autonomous power.
And also I think that we can classify 자치구(Autonomous gu) and (행정)구(gu or
administrative gu) to "District" as a place. Autonomous gu belongs to
special city or metropolitan city which are metropolitan self-governing
entity. Gu, also called administrative gu for distinction of autonomous gu,
is belongs to city which is basic self-governing entity and belongs to
도(province).
Maybe we can match 읍(eup), 면(myeon), and 리(ri) to place=town tag, because
they have various population and development each other. I can't make
conclusion about this unit.
(e.g. Population of toegyewon-ri, toegyewon-myeon is over 30,000 although
ri is very lower administrative unit)
I realize that almost of the tag "place" is used for member of
administrative border relation in OpenStreetMap. Is place tag for showing
name of administrative region in OSM?
P.S. Please understand my poor English. But I try hard to communicate with
non-Korean speaker.
