Hi

I believe the Data Working Group is now going to be actively monitoring Dokdo, 
and taking appropriate actions. For reference, they would be the place to ask 
for reversions: http://wiki.openstreetmap.org/wiki/Vandalism

I still advise that communication with the established OSM Japan community will 
help stabilize this situation in the long haul.
