I just saw your email, it had somewhat went into my spam folder. Here's the sample issue: https://www.openstreetmap.org/relation/1332181#map=11/42.6941/21.2994&layers=T 1) name should include only a single name. Albanian version can be noted as "name:al", alternatives could be alt_name, etc - per OSM standards. 2) This should be admin_level 4, I believe. When I tried to query different admin levels (upper/lower), I remember having some issues. These mostly have to do with standards. The naming approach is standing out as a problematic practice.
