I'd just want to inform everyone that the Data Working Group (DWG) has
finally imposed a long-term block on all the accounts (including new ones
that attempted to circumvent the block) that published the personal
information on OpenStreetMap. Previous blocks were put in place to catch
the mappers' attention, and attempt to reach out to them.

The DWG decision to block the accounts has to do with the contributors
willfully ignoring the attempts to communicate with them, not following the
OSMF guidelines on documenting organized editing projects, and, more
importantly, for attempting to continue to publish private data.

Some of us have made attempts to find the directors of the project to help
them solve their mapping challenge through local contacts with
organizations working in the community, and though we thought we found
some, they were actually dead ends.

Belatedly, one of the blocked accounts, responded to one of the direct
messages sent to them, but only to plead that their edits not to be
deleted, and without any further information about themselves or their
project.

It's really unfortunate to see all their efforts wasted but this should
serve as a reminder for all other sizable editing projects to take the time
to get in touch with the local community, to seek their inputs, before
proceeding with any project.

And, please take note of the the adopted OSM Foundation guidelines on
organized editing  [0], which can help the rest of the community understand
what your intentions are, and determine the persons responsible for the
project, and who we can contact, if any issue comes up.

I'm closing the Papercut-Fix ticket[1] now, but will revisit this from time
to time.  There appears to be no more edits happening in the AOI, and we
have not received any new messages from the group of mappers we've
identified with the effort.
