During the State of the Map 2013 held last September in Birmingham, UK, Neil 
Taylor of ITP presented their project called FixMyBarangay. Here's the abstract 
of the presentation:
FixMyBarangay lets residents of Cebu city, in the Philippines, report potholes 
or broken streetlights to the authorities by text. A pilot project, funded by 
the World Bank, was implemented in 2013 by mySociety and ITP. It focusses on 
two barangays, or small districts, within Cebu and uses mySociety's FixMyStreet 
platform integrated with an SMS gateway. At the start of the project, OSM maps 
didn't cover all the small alleyways of the target areas, so ITP set up two 
mapping parties -- one for each barangay. People turned up, alleys got mapped. 
It turns out all it takes to map a community is a few locals with pens and 
paper, some GPS devices, and uncontainable Filipino enthusiasm.

The aforementioned mapping parties happened last year on May 5 and May 12.

Maning, Rally, and I also met Neil and a few of his colleagues from ITP and 
also World Bank last year (May and October) to talk about the work done by 
World Bank and ITP in using open data such as OSM.
If I remember correctly, their Metro Manila project directly resulted in the 
compilation of Metro Manila public transport routes and which resulted to the 
recently concluded Philippine Transit App Challenge:

Thought you guys might be interested to know that this data was released (in 
GTFS format) by DOTC for Metro Manila as part of the Application Development 
Competition: http://philippine-transit.hackathome.com/.

Not sure what the plans are for Cebu City’s Bus and Jeepney data, but it does 
exist and could be released using the GTFS format in the same way as in Metro 
Manila.

Thanks very much for sharing this.  It is really useful in the context of the 
civic engagement platform (SMS text fault reporting software) that we are 
trialling in Cebu through the World Bank-funded transport crowd sourcing 
demonstration projects.  We will be using the classification of roads according 
to administrative jurisdiction (national, provincial, municipal, barangay), so 
that when faults are reported via SMS text and placed on a map which uses OSM 
tiles we can automatically assign responsibilities to the appropriate 
organisation (DEPW, DPWH, Barangay).

We will seek to align our approach in Cebu with that you are adopting elsewhere 
in the Philippines, so that the use of tags is consistent, and will keep you 
all posted on our progress and share some screenshots once the pilot is up and 
running later in the year.

We have always been tagging roads according to its purpose/use [0].
Recently, I have been asked by LGUs interested in using OSM data and they are 
trying to make sense of our road classification scheme.  In the LGU, they 
usually classify roads according to administrative jurisdiction (i. e. national 
road, provincial road, municipal road, brgy road).  This is more for management 
purposes to designate who will maintain the roads and from which budget it 
should come from.

Anyway, I am proposing we add another tag to reflect this infomation.
Currently, there are two variants listed in the wiki:

 1. designation - The tag designation=* is used to record the legal 
classification of a way. [1]  2. highway:admin - describes the 
legal/administrative designation of a road, in more detail than the highway 
key. [2]

I am more inclined to use the "designation" key.  Please go over the wiki pages 
and discuss here what the osmph community should adopt.

[talk-ph] Edits from Barangay Luz and Basak San Nicolas Street Mapping Party uploaded to OSM

Just a quick note to let you know that my colleague Ian has now uploaded
the cleaned up GPS traces of walking footpaths in the Cebu Barangays of
Luz and Basak San Nicolas to OSM.  Many thanks to Totor for his help
with directing us to editing tools and walking papers, and a special
mention to David Whittall and his friend Brett for coming along to Basak
San Nicolas last Saturday and getting involved.



Over the next couple of weeks we will be making further edits to include
landmarks such as churches, basketball courts and schools; as well as
sitio names on the map tiles in these Barangays.  As relative newbies to
this, we would really appreciate your comments on our edits; and please
feel free to quality control/add in known landmarks in the two areas.

Hi David

Thanks for your email, and it is great that you are able to attend the Barangay 
street mapping party in Basak San Nicolas on Saturday morning, and that you 
will be able to bring a GPS tracking device along with you.  It would be super 
if any of your green trails ride members want to come along and join us... the 
more the merrier.

I will be able to provide a wifi connection (using my 'phone as a hotspot so 
that we can upload raw traces to OSM ready for editing in JOSM), but will also 
download and install TimeMachineX onto my laptop just in case.  

I look forward to meeting you in Basak San Nicholas on Saturday morning.

Yes I can make Saturday 12th May rather than the Sunday 13th  (which leaves me 
free to then go on a Green Trail Ride on Sunday).

I have my Nokia N95 8GB -  and usually use Sports Tracker application, rather 
than GMobileXT, my Garmin Nuvi 255 (Garmin MapSource) and my WBT-201 Bluetooth 
GPS Tracker (modified to 250ms interval, and logging on Change of Heading + 2 
Degrees, above 4kph currently) uses TimeMachineX to extract GPS Tracklog.

If you were planning to collect the GPS Track Logs @1pm, do you have WiFi 
Internet available, or PC with MapSource, and/or possibly 
TimeMachineX  installed?

Perhaps I can persuade some Members of our Green Trails Rides - Cebu with their 
GPS to come along also?

Hi All



I am currently working on a project for Cebu City Government which is
being funded by the World Bank.  The aim of the project is to develop
and implement an Open311 (http://open311.org/) civic engagement software
application that will enable members of the public in two trial Barangay
areas (Luz and Basak San Nicolas) to submit fault reports about
pot-holes in the street and missing or broken street lights by SMS text
message.  These SMS text reports will be checked and verified by a team
of people working at each Barangay Hall before they are placed on a map
base, using a web-based software tool similar to www.fixmystreet.com,
and forwarded to the relevant local government departments (DEPW, DPWH,
DPS).  If the trial is successful then the initiative may be deployed
across the Metro-Cebu area.



We are planning to start testing the software in the two pilot Barangays
later this summer, but beforehand we want to update the OSM for these
two Barangays.  In particular we are keen to focus on the walking routes
through the Barangays which are not already shown in the OSM.  This will
help the engineers at each organisation to locate reported faults and
attend to them once we have got the software up and running.



I apologise that it is short notice (the following activities were only
confirmed just yesterday), but we are running two Barangay mapping
workshops with local residents from each Barangay in Cebu on:



* Saturday 5th May - meet at 11:00am at Luz Barangay Hall, on
Arch. Reyes Avenue, and;

* Sunday 13th May - meet at 11:00am at Basak San Nicolas
Barangay Hall on Tagunol Street.



If you are in the area and fancy coming along to get involved, or
live/pass through these Barangays and can contribute to the mapping
activity some other time, then please do pitch in.  If you have any
further questions about the project then please don't hesitate to get in
