Yes his versioning of comments is awkward.

Doubt it's a kid. A child wouldn't do the versioning - highly unlikely.

And his grammar/style - Either we're dealing with someone who's mentally not 
capable - then we should be very considerate and try to help.

or with someone who seriously has some issues with English and maybe therefore 
making mistakes and doesn't understand how everything works.


In any case, looking at the edits - I doubt we're dealing here with someone who 
does deliberate vandalism. The edits don't look like deliberate vandalism.


But I can understand the frustration - I for one wouldn't know how to revert 
changesets so it would be a huge problem to me.

straight forward either.
Some tutorials with step by step and illustration surely wouldn't be a bad 
thing for the wiki for something as important as reverting changesets.

hardly understandable garbage. Also, I'm not attempting any communication with 
him (and I also asked other mappers not to attempt communication or name him in 
edits rolling back his changes) since those threats of block in what I think to 
be apparent revenge for reverting or correcting his shady map edits, and there 
seems to be competency issues with the mapper. Other fellow Filipino mappers 
suspect this could be a sock of long-time problematic user, but it's a 
different case after all.

-2) another user may add the road number



Maybe addressing him in his native tongue could clarify some issues?

I'm considering correcting some of the user's changes, but I'm not ready to
take on it, as he might troll me again with frivolous block request if I
do. Maybe from the words he use, I do really question if he could be just
some kid or youngster. Again, I do question his competence since I was
targeted by his childish rant, and I still stand for longer block for my
peace of mind.
