Forwarding to the list. I'm not personally aware of anyone using tangogps
among the ph mappers I know.

 According to geoiplookup, the requests come from an IP address in the
 Philippines.

 Maybe you have some idea of who might be using tangogps, maybe in the
 Philippines OSM community, and you might let him know that something has
 apparently gone wrong.
