Yes I is unlikely that any OSM or mapnik contributor would seek to enforce 
Copyright here. Particularly not in the Philippines as long Universal Studios 
does not enforce Copyright in Quiapo or Makati Cinema square ;)

But Wayne might want to be a leading example though and give a due notice, like
© OpenStreetMap contributors and GMANews.TV, CC-BY-SA.

Also nice is using the icon I attached (you should scale it down of course)

Wayne is actually the one who created the image and he works for
GMANews.TV. The attribution is there but the license details is not.
Personally, I'm quite OK with the neglect of mention of any licensing
or copyright. Like you said, it's pretty doubtful that anyone would
want to reuse this map outside the context of the news article. The
attribution is what matters most for this kind of use. :-)

This said, it is pretty obvious to me that GMA did not act in bad faith. They 
tried to give attribution to OSM, they just don't know how to do it the right 
way :P
Theoretically problematic is that the license tag is missing too. So 
technically speaking they did not relicense their derivative work share alike. 
But practically I do not think that anyone wants to reuse that image anyway.

Btw: License or not, it is certainly not a copyright violation if Wayne posts 
the link to that website in an email. :)

Based on current practice, that kind of attribution is quite normal
especially on an image.

Since CC-BY-SA is viral, that also means that the derivative map image you
made is also under CC-BY-SA 2.0 licensed and should be attributed to
GMANews.TV.

In my opinion, a full web address: www.openstreetmap.org is better.
Slightly off, I find it weird for a Navy HQ a few kilometers away from
