You don't need to combine all coastlines for large land masses
especially Luzon or Asutralia.  It's a pain to edit them.
An important thing to remember is the way direction:

"land is on the left side and water on the right side of the way (when
viewing in the direction of the way arrows)"

hehehe ... now people might avoid passing this area because it is
submerged!   And I wonder if the routing programs detect this waterland
situation and refuse to route through submerged roads?

ok, kidding aside ... what caused this?  I am assuming it is a break in the
coast line?  ... an open polygon allowing the water to "fill" the land area.

FYI, Mapnik rendering does not all come from the same source. Most features are 
done weekly but coastlines (riverbanks and rivers?)  come from their own 
Shapefiles that are updated much less frequently.  Osmarender is more prone 
going haywire if there are small glitches in the coastline but is more uptodate.
