I'm generally inclined to believe Trimet (who had been developing transit
data feeds for at least a decade before their data format became the GTFS
standard) more or less knows what they're doing with a resource they
created, and PT2 is largely based on that.  Within that context, can you
give the cliff notes on what your proposal is that is substantively
different?

as this is about Vienna and I tend to map pt there I thought I‘d say something:

Indeed, the definitions of pt-2 are slightly imperfect, and in my eye, 
relations should be as compact as possible with little redundancy. This is why 
I put all stops that are part of one station complex into one stop_area. (The 
entrances to the underground stations often get put in by other mappers too).

If there is one big station with multiple parts (like Hauptbahnhof with 
Hauptbahnhof Süd and Hauptbahnhof Ost, I create a stop area group for stop 
areas containing all off their station-part-stops. ([0])
I would not see the use in just putting single stops of eg one line into a stop 
area. That would create far too much relation clutter for big areas. 

Like Stephansplatz U1, Stephansplatz U3, and Stephansplatz Bus, isn‘t it better 
the whole komplex is recognizable by the one stop_area relation?

And at Hauptbahnhof, the mess would be indescribable if done on a per stop 
position bases.

Would stop_area_group be a solution here? That was proposed a while back
