I've worked with those centerlines, and I think that they are the same file that the county provided to TIGER last time around which was already imported into OSM a few years back. It's already been very well improved upon. HOWEVER, the address points data file is fully legit and I have a lot of personal experience working with it and OSM together. I've imported some of both in Europe, but I surveyed some addresses in San Francisco too and put them on the buildings where possible.
