I talked with the city and they said that the clickthrough that is still up
is outdated and not the one they intended to have up.  They should have it
updated sometime in the not to distant future.  The intent of the
clickthrough is to prevent any liability issues.  As far as the data on the
SFGIS website is concerned unless they specifically note that there is
copyright on a dataset we may treat it as public domain.

With that being the case I think we should discuss which data we would like
to see in OSM and what the best way to get it into OSM might be.
