OGR should be able to. http://www.gdal.org/drv_tiger.html Keep in mind the 1992 files in particular are very poor quality (which, BTW, shouldn’t be taken as the census doing a poor job, but rather that high-accuracy was not a design criteria for that era. [Talk-us] tools for processing old TIGER/Line files?
