The link that James gave points to USDA's NAIP server, which is quite a bit
faster than USGS's.

I'm interested in getting this data (all of NAIP at least) downloaded and
tiled/cached for OSM US. If anyone is interested in working with me on
this, let me know.

Kentucky also has 2016 NAIP imagery available through the state's GIS
office:

I tested out the new 2016 TN link in JOSM before I sent the original email and 
it worked perfectly fine for me.

Just happened to check out the link (which I do every once in awhile) and 
noticed that two states that now finally have 2016 imagery online, which are 
Massachusetts & Tennessee.  The rest of states that have 2014 are also 
supposedly due 2016 refreshes as well (I know NC was on the list for sure).  
So, hopefully some more new imagery that we can use to update highway projects 
will be showing up soon. []

Always use forward/backward as the role if the member is a way.  Always use
a cardinal or clockwise/anticlockwise for the role on a route master when
the members are relations.  Trying to use anything other than
forward/backward on ways makes routes an extraordinary pain in the butt if
not unmaintainable.
