ISTM: tag mainline Thruway toll-free from the exit 25A on/off ramps to
exit 24 off/on ramps in free travel zone.  Tag ramps to/from 25A, 25,
and 24 toll-free in direction of free travel but tolled in direction
of tolled travel.  (So for example a 25-24 trip or 24-25 trip, which
would be tolled, would pass through the tolled ramps at 25.)

Looking at Mapquest Open, which distinguishes toll and non-toll
segments visually, that's how it appears to be tagged already (along
with the free travel route to/from I-88 to NY/I-890 at Exit 26).  So
it seems to be right.

[Talk-us] How to tag toll roads

Hi all,

It seems like, at least in the US, that there isn't a clear way of mapping toll 
roads, the Wiki page (http://wiki.openstreetmap.org/wiki/Key:toll) saying only 
inescapable sections of the highway that are subject a toll should be tagged 
toll=yes (ex: 
http://www.openstreetmap.org/?lat=37.9456lon=-81.2607zoom=13layers=Q). Most 
of them are tagged as the whole road being tolled, regardless of whether all 
ramps are or aren't tolled or if only selected ramps are tolled (ex: 
http://www.openstreetmap.org/?lat=39.00069lon=-77.47863zoom=15layers=Q).

A good example of a dispute between these two methods is the Dulles Greenway 
and Dulles Toll Road (VA-267) in the Washington, DC Metro Area.  The Greenway 
is a privately owned toll road with all EB off ramps and WB on ramps tolled 
(except for Exit 2) along with a main plaza at the eastern end of the road.  It 
continues into the Dulles Toll Road (publicly owned) with all WB off ramps and 
EB on ramps tolled, and a main plaza just before it reaches the beltway 
(I-495).

are advertised as toll roads on highway signs.

My question is how literally should we as mappers tag them--like the Wiki page 
says or as they're advertised on road signs?  This also applies to how ramps 
are tagged--does toll=yes only apply to ramps with toll booths or to ramps 
that lead into/out of a tollway?

it can get worse than that.

There's also a few segments on the Oklahoma turnpikes where it's possible
to run toll-free on an otherwise toll road (such as from one entrance ramp
to an adjacent concessions plaza and back to the originating ramp, though
in that case, it's the only legal u turn movement, and basically a
courtesy to the people who work at the concessions plaza), or from US 75 to
the west end of the Creek Turnpike (which if you don't have a pikepass, is
toll-free; really wish we didn't go from transponders to NFC tags for this,
as with the transponders, I would turn it off entering the Creek Turnpike
and turn it on entering the Turner Turnpike, thus getting the cash fare on
the creek and the electronic toll fare on the turner...)
