As far as I can tell, that is the intended purpose of the tag.
Someone else correct me if I'm wrong, but I've been deleting the seperated tag
whenever I add in the parallel way.
The most important thing to do in these cases is to make sure you add the
oneway=yes tag and either create or update the route relationship so the
divided street/road renders correctly.
