There are three options for using a WMS layer in Potlatch that I am aware
of.
1. Use a wms to tms proxy like http://whoots.mapwarper.net/
2. Run your own wms to tms proxy
3. If using mapserver, have it serve tiles.

The latter is the most useful, if the version of mapserver supports it.

You need a URL like
http://192.168.1.5:7201/cgi-bin/mapserv?map=/path/to/mapfile.map&layers=surr
ey2011&mode=tile&tilemode=gmap&tile={x}+{y}+{zoom}

Unfortunately, the ArcGIS mapserver Utah is running doesn't support
mode=tile as far as I can tell.
