Hi Tom, Unfortunately the issue of data in Venezuela is a problem in many cases the government has no data or if any are outdated, usually do not answer queries and requests. In rare cases with updated data do not share or sell them at high prices.
Regarding directions there is no numbering as in other countries. In Venezuela the buildings and houses have names and addresses are given for reference in some cases the reference is the intersection or other indications such cases "The white building opposite the supermarket". Here you can see an example of addresses of the offices of a bank http://www.bancomercantil.com/mercprod/site/tools/ubicacion/capital_lista.html There is a collaborative project similar to OSM called Venrut http://www.gpsyv.net/ but unfortunately license is not compatible with OSM in Venezuela. I tried to promote collaboration between Venrut and OSM but have not been successful.
