[OSM-Talk-ZA] Cadastral information

I live in the district of Mossel Bay. I obtained from the local council
the cadastral erf co-ordinates and erf numbers, which I am told comes
from general surveys office. I would like to convert the gps data to a
layer, which would mean that the data layer now only containing the
streets would also contain the drawn layout of all the erf's. My
question is that I can not see that anyone else has done it and wonder why?

Copyright.  The information is subject to state copyright.  The OSM 
Foundation has an agreement with the Chief Directorate: National 
Geo-Spatial Information to use their data (which is also subject to 
state copyright), but that does not include data held by other 
departments, such as the Surveyor-General.  Unless a similar agreement 
is entered into with the Surveyor-General you cannot use the data.

Any links to the terms of the copyright?
And if needs be, let's enter into such an agreement with the
Surveyor-General!

I see no conceptual difference in manually copying (tracing by hand)
information that is effectively in the public domain in South Africa,
versus programatically tracing them (i.e. converting the data for
direct upload). With our country's liberal open data policies, I am
sure an amicable agreement could be entered into - but first, I would
actually like to understand the limitations that state copyright imposes
for myself.

Having the cadastral information for South Africa missing from
OpenStreetMap is the primary area where Google Maps has us beat. If we
can get this in, it will transform the ability of this map to power
truly useful navigational software, and simply take the map to another
level.

In my personal opinion, there can be no greater goal than this at this
time! My programmer's hands are willing and able to assist where and if
necessary, and I know that Norman would be more than willing to get in
touch with the right people if some sort of agreement is required
(somewhat a speciality of his :-)

I can barely contain my excitement for the prospect of getting this data
into OSM.
