With further experience, the "Tip of the Day" window, while 
functional, lingers quite a while before disappearing when starting 
up.

Can anyone confirm?

no, I have checked some messages which includes winmail.dat files and TB
extracts them as allways.

I have never succeeded in getting TB to display winmail.dat files. I always
have to use an external program to display them. So although it works for
some people, there must be something that prevents it working in some
installations.

TB4 extracts winmail.dat/message.att automatically, but alas there is no
way to know if was program successful or not

If You have such file in a message and there is a text in body or other
attachment available, TB successfully extracted TNEF file.

I have emails where the contents of the winmail.dat file are different from
the contents of the email itself. The email is a text body part and it is
shown in TB. The content of the winmail.dat file is not shown.

However, the winmail.dat file also has an attachment within it, and this
attachment IS shown as an attachment to the email.

I have never saw such mail, if it is not confidental, please send it to me.
All TNEF messages I have compared with Winmail Opener and they were allways
same.

So, this makes things clear to me. But IIRC it was discussed here, if
an already extracted winmail.dat still should be displayed in the
attachment pane or not. Who does know more about that matter?

this is not possible, developers has no return code if TNEF file was
successfully extracted or not, so there could be an option to hide
TNEF files, but without condition if extraction passed or not.

yes, this is known, us-ascii is displayed as western european (ISO-8859-1)
because seems they are both same.
