Yes, I suspected it was the shortcut, because of all those files that
came along with thebat.exe. Someone had already mentioned that the
shortcut should point to the directory where the files are in the
"Start in..." property. I changed the shortcut and it is now working
(at least it opened).

In the shortcut, you have to define the 'Start In'

 Well if you set TB up with OTFE when you first installed it you should
 know. Failing that do you have to enter a password or token when you start
 TB!? If not then you don't have OTFE on.

I  have  the  same  problem sometimes: the first time, I get this this
error  (and  the  send  report  windows of XP), but the second time TB
launch without problem.

I found that if you use your existing shortcut (from your previous
version) in the XP start menu TB! will not start. However if you go to
