Because all list|comboboxes must have value for old field-value -
otherwise - if you open it you will not be able _not_ change it's value

Don't think so - you have to choice - change value or leave it as is

If there were status selections of "verify fail" and "verify ok" which
could alternately be selected to the "reopen" selection now (for false
ok :-) ) could help solve that problem.

Partially fixed - "Close" leave to manager - and with new filters in
Bugtrack you can hide resolved messages (more correct - "any and above
it" status) on permanent basis
