Well, yes. And I would guess that it's not that hard to program. A shortcut could assigned to a control ID, and not just a menu option. Somehow, you have ended up with a local shortcut definition for the main window context that has a conflict in it. What I mean is, if I select the Conflicts button, or tick the Warnings box I see lots of potential conflicts where the same shortcut is used for different menu items. Most of these are not a problem because the different menu items actually mean the same thing. I wonder if the shortcuts problem was some left over remnant from a beta. Everything looked exactly the same, same conflicts, same warnings, but it did allow me to hit the OK button and close this go round. This was the first time I tried to edit the shortcuts so I'm pretty sure it was the default settings. You can, I did. I set mine to F5 as it was in PMMAIL.
