That was my initial thought, hence my confusion :-)

TB! doesn't block the downloading of files with particular extensions.
All it will do is prevent their opening or warn you about opening them.
If you're unable to receive .php files, it's likely that your ISP is
filtering them or you have a local application that may be filtering
them.
