No, you don't have to use IE.

No, Becky 2 doesn't force you to use IE or Netscape.  I use Opera, too,
and Becky calls it just fine.

The only problem with Becky 2 for me is its PGP support.  You have to
set up PGP through the command line version even in PGP 6, amending the
autoexec.bat file.  However, when Becky 2 calls its PGP plug-in you can
sign and decrypt ok with it, but not encrypt or sign  encrypt.  This is
known and being addressed, as Becky 2 is still in Beta testing.
