Not in Win2k it isn't.

You certainly would need it if PATH was set in config.sys (which it
can be).

The registry is no substitute for the PATH environment. The technology
in Win32 which replaces PATH is .LNK (shortcuts). They point to exact
locations and set "start in" folders. That avoids the need for the OS
to search for a required program.

There are still programs that need to locate related software and for
those purposes PATH is still the only common route. Win32 APIs still
offer functions to locate files by searching the PATH.

I'd say the latter. I never set this up. It's not necessary for

You mean GnuPG? Like I use? To use it, just ensure that the GnuPG path
is in the system PATH environment variable then from "Tools | OpenPGP
| Choose OpenPGP version" select 'Gnu Privacy Guard'. Then OpenPGP
operations will be performed using GnuPG.
