[Telepathy] Announcing Telepathy 0.99.11

The “electioneering” release. This is another snapshot of
Telepathy 1.0: as before, it is incompatible with earlier snapshots, and
probably still incompatible with 1.0 too.

Again, telepathy-spec has not changed (so I didn't bother doing a new
release of that) but the C/GLib API has changed significantly.

What is it?

Empathy is a messaging program which supports text, voice, and video chat and 
file transfers over many different protocols.  Empathy is the default chat
