Your question is ambiguous.  "it says"?

Anyway, I decided to try an upgrade to this version myself and the
restart of the daemon failed with "SELinux is preventing
/usr/sbin/apcupsd from create access on the file LCK..." immediately
after the upgrade was done.  This looks like a serial port lock file.
I have no idea why the daemon messes with that since my APC unit is
USB.

A downgrade to the -13 version restored normal operation.

I gave negative karma[*].

It's usually best to copy and paste error messages.

So, I got sidetracked and never finished this one off. Kamil, roshi,
would you be OK with adding it as I proposed it for now, and considering
revising it if in fact the feature Kamil describes ever gets
implemented? Did I misunderstand anything in my reading of Kamil's
suggestion? Thanks!
