Right now trying to upgrade to '30' is probably still getting you
Rawhide, and upgrading to Rawhide I think has known issues with modular
repos (I think nirik or patrick mentioned something about this, I
forget the details).

The yetarday compose DOOMED and the compose of today is not finish yet
, maybe in 4 hours will finish , after that we need to wait for mirrors
get synced another 12 hours ...

I know that fish module can be installed on Fedora Rawhide, but I have seen
that many modules still require Platform29 and cannot be installed.
Your errors say that Platform30 is required, my shot is that maybe that it
may be caused by the fact that your Fedora still is not a 30 but Rawhide.
Perhaps waiting a couple of days until the branch is finished might help.
But I am just guessing.

  $ sudo dnf upgrade --refresh

and when running:

  $ sudo dnf system-upgrade download --refresh --releasever=30

i get a pile of diagnostics, including (at the very bottom):

  - package dnf-yum-4.1.0-1.fc30.noarch conflicts with yum provided by
yum-3.4.3-521.fc30.noarch

(try to add '--allowerasing' to command line to replace conflicting
