We though this bug got fixed:

kbd-legacy missing from installs which need keyboard layouts from it
(switched layouts)

But apparently it didn't?

And possibly this one for Finnish as well

System fails to set keymap during boot, leading to incorrect keymap
during disk decrypt password prompt

If we do an F34 retrospective, we might try to find out what went
wrong because there's test cases to make sure these are tested.

I had an idea and if instead of calling it stable, we call it RC1
(release candidate 1) and only after adding all the updates in the base
version and (re) testing, we finally call it Fedora 34 stable ?
