You have to download the releases.txt file from 
http://mirrors.fedoraproject.org/releases.txt
from that, you can find the installmirrorlist is not correct.
You can download it to local and modify it to the right path. then run 
preupgrade - /path/to/releases.txt
It will works, but there are still other preupgrade and upgrade bugs, and these 
will be solved until Beta, so you cannot
preupgrade or upgrade now.

Hi, Frank,

I just tested the preupgrade from f14 and f15 to f16, this also happened.
That is because the mirrorlist address is not correct, you can update it as 
below:

baseurl=http://download.fedoraproject.org/pub/fedora/linux/development/16/x86_64/os/
installurl=http://dl.fedoraproject.org/pub/alt/stage/16-Alpha.TC1/Fedora/x86_64/os/

That works fine.

Trying to test upgrade to branched. using preupgrade

from full updated F15.

Cannot find a valid baseurl for repo: preupgrade-main

This could be caused by a missing network connection or a bad mirror.

My net is fine, only branched seems borked for me.
