Never mind.   It seems that mirror probably hadn't been synced yet  I

Where is the bug? It should be proposed as a beta blocker, I believe:
https://fedoraproject.org/wiki/Fedora_20_Beta_Release_Criteria#Upgrade_requirements
 - we could possibly argue that disabling deltas is an easy enough workaround, 
but if upgrades don't work with the stock instructions, it's a problem.

Because there is none. You have to disable it for yum (yum.conf) see
https://bugzilla.redhat.com/show_bug.cgi?id=1005895  (or apply the one
line fix by hand).
