 All installation media should use systemd 6-1 or newer and 
selinux-policy 3.8.8-11 or newer otherwise users will hit bug 621200 and 
will need to turn selinux off ( selinux=0 setenforce wont cut it ) 
remove systemd and systemd-units ( rpm -e --nodeps ) and reinstall 
systemd with release 6-1+ reboot and let the system auto relabel it self.

Reproduced it on x86_64 system as well after minimal package
virt-install. Thought it's bug#618315[1].

It should be. Can you do 'rpm -q systemd udev' on the installed system?

On my kvm system the /etc/systemd/system/default.target was not created
after clean RC2 install.
When ln -sf /lib/systemd/system/graphical.target
/etc/systemd/system/default.target was run, the system booted correctly,
but X wasn't started anyway.
