Indeed, ibus is usually pulled in along with additional languages. I that's system-config-language, and for me, I get a policykit prompt Well, that's what I wanted to edit the menu to see :-) Strange, I get a system tray indication that it is starting but I never get a policykit prompt. But, it starts OK from a konsole prompt.
