CVR made extensive changes to biblatex.4ht a couple weeks ago.  Just in
case you weren't using the current version from TeX Live, please try
that.  (It's just the one file.)

Biblatex 1.6 works with
http://von-wachter.de/dateien/for-biblatex-1-6/biblatex.4ht
For the newer versions there might be no biblatex.4ht. It is unfortunate 
that it is so hard work to adapt biblatex.4ht, because tex4ht is the 
only option for those of us who write their scientific articles with 
LaTeX and Biblatex but have to convert them to ODT in order to submit 
them to journals.

tex4ht ends with an error when compiles biblatex files.
I'm on Windows, texlive 2012.

The following test.tex file (UTF-8 encoded):

\documentclass{article}
\usepackage[utf8]{inputenc}
\usepackage[T1]{fontenc}
\begin{document}
>
\end{document}

is XHTML 1.0 Transitional:

  1. valid if compiled with one of the following commands:

a) htlatex test "xhtml,charset=utf-8"
b) htlatex test "xhtml,charset=utf-8" "-cunihtf"'

  2. /not/ valid if compiled with:

   htlatex test "xhtml,charset=utf-8" "-cunihtf -utf8"

The not validation comes from the non replacement of the '>' character
by '>'.
