You certainly could go back to the old way, which was based on a senatorial  
system of grotto representatives, but you would have to rewrite the 
Constitution  and Bylaws all over again.  There were also some gross misuses of 
the old  
way as was documented in 50 Years.  All in all, it was decided  that it was 
better to have member representatives using a quorum representation  for 
business matters.  Both systems have pros and cons.
