Hello

For TWC, you can play with 2 paramters:
- for a local link, it is messages.tiddlerLinkTooltip
- for a remote link, it si messages.externalLinkTooltip

You can tune them with a "cookieJar" / "ConfigTweaks" tiddler that is
tagged with systemConfig.
Here is an example ("%0" is the local or Web link you are pointing)

config.messages.tiddlerLinkTooltip="Go to tiddler %0";
config.messages.externalLinkTooltip="Go to Web link %0";
