An update - another rom reader/burner was able to read the ROM, and
replacing ALL the ROMs with new ones burnt from the originals brought the
meter back to life.  The original ROMs wouldn't work. 

So that's another truly fine piece of test equipment brought back from the
graveyard and good for another few decades :-).

Look up "schmoo plots", which are used to determine the temperature by 
supply voltage region over which a logic device will operate.  Often these 
are contour maps showing highest operating frequency versus temperature 
and voltage.
