Some are not affable to GPS setup (no rooftop access or GPS farms etc.). Even if they were there is extra cost for GPS setup, rent, maintenance, requires traveling to remote physical locations if something goes wrong and more... CF has 185 datacenters and so the cost and effort accumulates. Using external stratum 1 servers was a more reasonable option. CF made sure that their servers are connected to the closest available authenticated S1s. Buying their own S1s is definitely on the table.
