See my report and a patch in bug #13300. However, applying that patch doesn't fix the problem, but I dug around a bit, and it's somehow caused by the example TLD's. Bug 13282 seems to suggest that a clean compile can occur, however when Tomcat is started, it fails with errors in comments. Bug 13241 as explained allows tomcat to actually start and serve files, however JSP and Servlets can not be mounted/served because of the same error. Perhaps bug 13241 should be re-assigned to the xerces-j group and bug 13282 be marked a duplicate (or very close). The only difference of course is that both bugs cover different ServletAPI's. If the parser doesn't like your XML, it will throw an exception. Whether or not it is the right thing to do or a bug in the parser is another question, but it's not a Tomcat bug. Tomcat 4.1.12 includes Xerces 2.0.2 (by accident). Tomcat 4.1.13 was supposed to include Xerces 2.1.0. It certainly looks like the parsing in xerces-2_2_0 is causing a problem.
