I have a feeling this is bogus. 

Does your filter allow FORWARD for the login page?

Really, new 2.4 Java Servlet specification has the ability to configure filters
to be invoked under request dispatcher forward() and include() calls by
using the new  element.

I added the  element and I works.

I have to read new servlet specs about changes.
