error using the sample applications with tomcat

Hi.
I'm getting this error message and have tried my hardest to figure it out.
Any help would be appreciated.
500 Error - java.lang.NoClassDefFoundError: sun/tools/javac/Main 
--- this occurs when executing the samples.
