Hi,
 
When I 
mistakely setenv TOMCAT_HOME to a wrong path, it gave the same error 
message.
That 
means javax can not find the main program to run.
 
I suggest 
you to check your environment variable. Hope it help.

Hi,
 
I had met 
such error before, and I later found the reason is that I forgot to startup 
Tomcat. :)
When 
apache tries connecting to Tomcat through mod_jserv and failes, it will give out 
that msg.
It might be the same reason.
