and i am in malta. Will try to ask them. Normally , they dont co-operate. lets see.

Well.  So that's why the URL in the browser address line isn't changing!

I suspected frames, but I thought it would be the menus on the left in one
frame, and the content on the right in another one.

Why are you using a frameset with only one frame?!  Are you doing this
intentionally, or does it have to do with the dynamic ip address thing you
mentioned in your first message?

I know Tomcat 5 hides index.jsp so that the home page appears as
www.mydomain.com. I don't if it affects your links.

go to "contact us" and use your browser to display "Page Info" (in
Moz/Firefox) or "Properties" (IE).
What URL does that show? "http://www.export4u.co.uk/";, which is what
will be loaded when the browser "refresh" button is clicked.
If you *explicitly* load 
and hit refresh -- surprise! that's what reloads. No problem.
Hence my suggestion that your problem is in your server|web.xml :-)
